Orange County Skywarn Spotter Procedures.

Report all information by standard procedures. Telephone, amateur radio or the NWS online Espotter report.

Whether there is an activation in effect or not, when you observe local weather that is significant such as thunderstorms, hail, high winds, waterspouts, dense fog (less than 300ft), heavy rain, tornadoes, flooding, high surf, etc. Report the event as it occurs, not hours later!
If you have any doubts as to whether you should report an event, report it.

You can always call the forecaster direct on the 800 number although it may be busy during an activation.
